It appears Microsoft changed the URL for this. Turn off all firewalls. Once I nailed down a process to get everything working, I determined what wasn't necessary in the steps I had taken in order to make a guide for it. Windows update spends the better part of 2 hours searching for updates and another hour or so of 0% downloading and I have over 200 Updates pending.
